FEMA Boosts Resilience with Cloud and AI

FEMA is focusing on cloud migration as a key component of its IT transformation strategy for 2024. The agency aims to enhance disaster response capabilities, increase system resiliency, and improve response times through cloud services. Charlie Armstrong, FEMA’s CIO, emphasizes the importance of using cloud computing and artificial intelligence to modernize infrastructure and systems. The primary goals include improving data-driven decision-making and building a digital customer experience team.

FEMA’s cloud strategy involves two main initiatives: re-hosting and re-platforming. Re-hosting, or “lift and shift,” aims to migrate existing applications from legacy data centers to the cloud with minimal modifications. Re-platforming focuses on adapting applications to function optimally in a cloud environment. The agency aims to achieve a 95% migration of legacy systems by the end of the fiscal year 2024 and establish the FEMA Enterprise Cloud to facilitate resource access and coordination.

The agency’s data strategy is integral to its IT modernization efforts. Data is crucial for decision-making and effective disaster management. FEMA is launching a generative AI pilot, the Planning Assistant for Resilient Communities (PARC), to improve hazard mitigation planning and public engagement. The pilot will help communities better prepare for disasters and access grant funding for resilience efforts.

Armstrong highlights the importance of integrating security into the cloud migration process, with a focus on security by design. This approach ensures that security measures are embedded throughout the product development lifecycle. By leveraging cloud services and AI, FEMA aims to bolster the resilience of its systems and enhance service stability for its workforce and the communities it serves.
