The Senate Homeland Security Committee advanced national cyber director nominee Sean Cairncross for a full Senate confirmation vote. This director position plays a critical role in dictating the executive branch’s important cybersecurity policy and strategy. The office leads the federal government’s efforts to significantly bolster cybersecurity defenses for the entire United States. Three committee Democrats gave Cairncross the nod, including the ranking member Senator Gary Peters of Michigan.

This vote moves his controversial nomination one step closer to a final decision by the entire United States Senate.

Cairncross’s nomination has faced some significant controversy regarding his overall lack of direct cybersecurity experience. He was grilled at his June 5 confirmation hearing about his lack of specific cybersecurity expertise and technical skills. This is a role which has previously been filled by individuals who are widely respected as cybersecurity experts. Cairncross is currently the chief operating officer for the well-known Republican National Committee political organization. He also previously served the country as a very trusted senior adviser to the United States president.

Cairncross acknowledged to the senators that he lacks a technical background in the cybersecurity field. However, he told senators his management experience makes him a very strong candidate for this important position. His experience includes time in the private sector and at the federal Millennium Challenge Corporation. Cairncross also stated that he has had to deal with foreign nation attacks on his organization’s systems. He told the committee that from the user side, he has that direct and valuable real-world experience.

He emphasized that the United States needs to use offensive cyber operations much more frequently.

Sean Cairncross has received some important support from several well-known cybersecurity leaders in the industry. This includes the highly respected Chris Inglis who was the first National Cyber Director for the country. Inglis is widely respected throughout the entire industry for his deep and extensive cybersecurity expertise and knowledge. This key endorsement provides a significant counterpoint to the controversy surrounding the nominee’s technical qualifications. Although his nomination has been controversial, he is now one step closer to his final Senate confirmation.
