The International Criminal Court, located in The Hague, Netherlands, has been the victim of a recent cyberattack. This new, sophisticated, and targeted cybersecurity incident was detected by the international court late last week. The court stated that the security incident has now been successfully contained by its internal response mechanisms. This attack notably took place during the NATO leaders’ summit, which was also held in The Hague. This is the second major cybersecurity incident to target the International Criminal Court in the last few years.
The court’s internal alert and response mechanisms were able to swiftly discover and confirm the security breach.
A comprehensive, court-wide impact analysis is now being carried out to understand the full extent of the damage. Steps are already being taken by the court to mitigate any of the potential effects of this incident. However, the court has declined to say whether any confidential case information has been compromised by the attackers. The court still does not have its Wi-Fi completely restored from a major cyberattack it suffered in 2023.
This cyberattack comes as the ICC is working on a number of high-profile investigations around the world. The court is currently investigating serious allegations of Russian war crimes that have occurred in the country of Ukraine. It has issued a war crimes arrest warrant for Russian President Vladimir Putin for the abduction of Ukrainian children. In 2022, a Dutch intelligence agency said it had foiled a plot by a Russian spy to infiltrate the court.
This spy was using a false Brazilian identity to try to work as an intern at the court headquarters.
This latest incident occurs within a highly charged political environment surrounding the court and its recent decisions. The United States President Donald Trump slapped sanctions on the ICC chief prosecutor Karim Khan earlier this year. Earlier this month, President Trump also sanctioned four other judges who are currently working at the court. These sanctions highlight the significant political pressures the court is facing from powerful nations around the globe. Despite these challenges, the court calls for continued support to implement its critical mandate of justice and accountability.
