CISA Unveils Its First International Plan

The Cybersecurity and Infrastructure Security Agency (CISA) has launched its first-ever International Strategic Plan for 2025-2026, a significant initiative designed to enhance the security of U.S. critical infrastructure through international collaboration. This plan builds upon CISA’s 2023-2025 Strategic Plan and aligns with the National Security Memorandum on Critical Infrastructure Security and Resilience, emphasizing the necessity of global partnerships in safeguarding interconnected cyber and physical systems. As cyber and physical threats continue to evolve, this strategic framework aims to ensure a coordinated response among nations.

CISA’s International Strategic Plan outlines three primary goals to strengthen its approach to protecting critical infrastructure. The first goal is to bolster the resilience of foreign infrastructure that impacts the U.S. By engaging directly with international partners, CISA seeks to mitigate potential risks that could disrupt critical operations within the United States. The second goal focuses on enhancing integrated cyber defense, recognizing the interconnected nature of today’s cyber threats. This involves sharing expertise and best practices with allies to create a unified defense strategy that better equips nations to face emerging challenges.

In addition to these goals, the plan emphasizes the importance of internal cohesion within CISA itself. By fostering a “One CISA” approach, the agency aims to streamline its international efforts, reduce overlap, and enhance the effectiveness of its partnerships. CISA Director Jen Easterly highlighted that this structured approach will improve coordination with global partners, ultimately strengthening the international relationships that are crucial to reducing risks to the interconnected infrastructures that Americans rely on daily.

The International Strategic Plan reflects CISA’s commitment to adapting to an ever-changing cybersecurity landscape. By leveraging partnerships, sharing resources, and enhancing global capabilities, CISA positions itself as a leader in infrastructure protection. This proactive strategy not only strengthens relationships with international allies but also prepares the agency to tackle unforeseen challenges in an increasingly digital and interconnected world, ensuring a resilient future for U.S. national security and public safety.
