CISA Launches IRPF Resilience Playbook

On July 17, 2024, the Cybersecurity and Infrastructure Security Agency (CISA) introduced the IRPF Playbook, a new resource designed to support infrastructure resilience planning. This guide serves as a companion to the Infrastructure Resilience Planning Framework (IRPF), offering detailed instructions and practical tools for local governments and the private sector to enhance the security and resilience of critical infrastructure. The Playbook is intended to aid state, local, tribal, territorial (SLTT), and private sector stakeholders in effectively planning for potential threats and ensuring that infrastructure systems can withstand and recover from disruptions.

The IRPF Playbook provides a comprehensive approach by outlining key inputs, processes, and scenarios that users can follow to implement the IRPF guidance effectively. It includes structured steps and fictional scenarios that act as a practical framework, helping users understand and apply the core concepts of the IRPF. This approach allows users to set objectives and develop tailored strategies for incorporating the IRPF elements into their existing planning activities, thereby enhancing their overall resilience planning efforts.

Dr. David Mussington, CISA’s Executive Assistant Director for Infrastructure Security, emphasized the Playbook’s role in improving disaster preparedness and recovery. By offering clear guidance on resilience concepts and practical implementation, the Playbook aims to help communities increase their readiness and ability to bounce back quickly after disasters. The resource is expected to address key challenges in resilience planning by providing both strategic steps and actionable advice.

The release of the IRPF Playbook underscores the importance of collaboration between SLTT and private sector partners in managing and reducing risks associated with complex threats. CISA’s initiative aims to share its expertise with the public and private entities responsible for maintaining critical infrastructure, including facilities related to water, transportation, health, and education. The Playbook, available on the Resilience Planning Program webpage, is part of CISA’s broader effort to support infrastructure resilience and ensure the continuity of essential community services.
