Russian Hackers Indicted in NATO Attacks

Six Russian nationals, all residents and citizens of Russia, have been indicted on charges of conspiracy to commit computer intrusion and wire fraud. Five of the defendants are officers in Unit 29155, part of the Russian GRU, a military intelligence agency within Russia’s Armed Forces. The sixth individual, a civilian, was previously indicted for computer intrusion and now faces an additional charge of wire fraud conspiracy. This group is accused of engaging in significant cyber attacks that reportedly targeted NATO countries and preceded Russia’s invasion of Ukraine.

The cyber activities attributed to these individuals are part of broader alleged efforts by Russian state actors to undermine global security. By targeting critical systems within 26 NATO countries, the indicted individuals allegedly aimed to destabilize or compromise security networks across multiple nations. The actions attributed to Unit 29155 are believed to be strategically coordinated with Russia’s geopolitical goals, aligning with the military’s intelligence objectives.

Assistant Attorney General Matthew G. Olsen of the Justice Department’s National Security Division, U.S. Attorney Erek L. Barron for Maryland, and FBI Special Agent William J. DelBagno announced the charges at a press conference in Baltimore. These officials emphasized the significance of such cyber attacks in modern warfare and the broader risks they pose to international peace and security. By bringing these charges, the U.S. seeks accountability for cyber activities that exploit vulnerabilities in national and international systems.

This case exemplifies the growing trend of state-sponsored cyber attacks, with military and civilian hackers allegedly working in unison to destabilize foreign nations. The indictment serves as a warning of the increasing integration of cyber warfare into national security threats. The U.S. Department of Justice and its international partners continue to enhance efforts to identify and charge cybercriminals involved in state-directed campaigns against other nations and organizations.
