ENISA and CISA Strengthen Cyber Cooperation

The European Union Agency for Cybersecurity (ENISA) has entered into a Working Arrangement with the US Cybersecurity and Infrastructure Security Agency (CISA) to bolster collaboration on capacity-building, best practices exchange, and situational awareness. In response to the increasing complexity of cyber threats in the geopolitical landscape, the EU and the US are recognizing the need for united efforts to enhance cybersecurity, protect critical infrastructure, and bolster digital product resilience. Both agencies emphasize the crucial role of systematic information sharing in fostering shared awareness among stakeholders and communities. The Working Arrangement represents a significant milestone in the ongoing collaboration between the United States and the European Union on addressing cybersecurity challenges.

CISA is identified as a key partner for ENISA in efforts to elevate the level of cybersecurity for European infrastructure, detect, and mitigate cyber threats. The arrangement aims to facilitate incident reporting and ad hoc information exchanges related to basic cyber threats, emphasizing the importance of international cooperation in combating cyber threats that transcend borders. The collaboration covers both short-term and long-term aspects of cooperation in cybersecurity policies and implementation approaches. ENISA’s Executive Director, Juhan Lepassaar, describes the arrangement as an evolution and consolidation of effective cooperation with their US counterpart, focusing on addressing common challenges in the cyber threat landscape.

High Representative of the European Union for Foreign Affairs and Security Policy / Vice-President of the European Commission, Josep Borrell, emphasizes the necessity of international cooperation in the face of borderless cyber threats. He views the Working Arrangement as a critical outcome of the EU-US Cyber Dialogue, enabling effective collaboration to combat escalating cybersecurity threats. CISA Director Jen Easterly highlights the importance of collaboration in today’s highly complex and borderless cyber threat landscape. The arrangement aims to enhance cybersecurity awareness, fortify capacity-building initiatives, and create a robust environment for knowledge sharing and best practice exchanges to ensure a safer digital landscape for citizens on both sides of the Atlantic.
