Justice Dept Targets Russian Hackers

A Ukrainian national, Victoria Eduardovna Dubranova, was federally charged and extradited to the United States on two separate indictments in Los Angeles for her involvement in numerous cyberattacks and computer intrusions worldwide. The charges stem from her support of two pro-Russia hacktivist groups, CyberArmyofRussia_Reborn, or CARR, and NoName057(16), or NoName, whose malicious activities were conducted in support of Russia’s geopolitical interests and targeted critical infrastructure.

The two indictments against Dubranova, 33, who is also known by the aliases “Vika,” “Tory,” and “SovaSonya,” were unsealed in the United States District Court in Los Angeles. She was previously extradited to the United States on the indictment related to her actions supporting CARR. Dubranova was arraigned on the second indictment, which charges her for supporting NoName. She pleaded not guilty in both cases, with a trial date of February 3, 2026, set for the latter case.

The indictments describe that the Russian government provided financial support to both CARR and NoName. CARR utilized this financial backing to access various cybercriminal services, including subscriptions for distributed denial of service-for-hire services. NoName was a state-sanctioned project, administered in part by an information technology organization established by order of the President of Russia in October 2018. This organization, along with co-conspirators, developed NoName’s proprietary distributed denial of service, or DDoS, program.

Officials emphasized the serious threat posed by politically motivated hacktivist groups, whether they are state-sponsored like CARR or state-sanctioned like NoName, particularly when foreign intelligence services use civilians to obscure malicious cyber activity. These activities have targeted American critical infrastructure and proponents of NATO and U.S. interests abroad, including U.S. elections, public water systems, and government and financial institutions. The charges announced demonstrate the commitment of the Justice Department, the FBI, and the U.S. Environmental Protection Agency to disrupting and eradicating global threats to cybersecurity and holding accountable malicious cyber actors working on behalf of adversarial foreign interests.

The illegal actions of the defendant, including the tampering with the nation’s public water systems, put communities and drinking water resources at risk. The charges serve as a warning to malicious cyber actors worldwide that law enforcement partners will relentlessly pursue and not tolerate threats to the nation’s infrastructure. The announcement underscores the commitment of the FBI and its global partners to counter Russian state-sponsored cyber threats, including reckless criminal groups supported by the GRU, and bring those responsible to justice.
