Liberia Launches RISC for Maritime Security

Liberia has made a significant advancement in maritime security with the launch of the Registry Information Sharing Compact (RISC) database. Unveiled by Alfonso Castillero, CEO of the Liberian International Ship & Corporate Registry (LISCR), this new platform is designed to improve compliance and security within the global shipping industry. The RISC database is a free online tool that enables flag registries to share and access comprehensive details about vessels. This initiative is aimed at preventing flag-hopping and addressing vessels that may be evading regulations or engaging in suspicious activities.

The launch event, held in Washington, DC, was supported by the U.S. Department of State and included participation from several embassies representing various flags. The RISC database allows flag registries to collaborate and stay informed about problem vessels, enhancing their ability to monitor and manage maritime activities effectively. By sharing crucial data, the platform helps mitigate risks and uphold regulatory standards across the shipping industry.

This development comes at a critical time, as recent reports have highlighted concerns about buyers with suspected Russian ties acquiring liquefied natural gas (LNG) vessels. Such activities could potentially expand Moscow’s covert fleet and circumvent Western sanctions that have impacted its oil and LNG exports. The RISC database aims to address these challenges by providing a unified platform for flag registries to track and verify vessel backgrounds and any associated sanctions issues.

Alfonso Castillero emphasized the importance of this initiative, stating that the RISC database represents a major step forward in maintaining the integrity and security of global shipping. The platform strengthens collective efforts to uphold high standards of compliance and safety, marking a significant milestone in the fight against maritime fraud and regulatory evasion. By fostering greater collaboration and transparency, the RISC database is set to play a crucial role in safeguarding the shipping industry against emerging threats.
